Pedicabs may be wheeled out of Central Park under legislation backed by the Horse & Carriage Association of NY. The bill, Intro. 331-A, would ban the bicycle-led carriages from operating in any public park. It was the subject of a third hearing on the issue yesterday at City Hall and is dangerously close to becoming law. What do pedicabs have to do with animals? If pedicabs are banned from operating in Central Park, the horse-drawn carriage industry will have virtually no competition (thus the rationale of the industry in hiring a lobbyist to push for 331). Simply put: if Intro. 331 becomes law, horses will suffer both in the short-run as they will lose the precious little relief they currently have, and in the long-run as the industry may prosper financially without competition.
Please take action! Call your City Council Member immediately and urge him or her to oppose Council Member Leroy Comrie's Intro. 331 and all efforts to ban pedicabs from Central Park. To find out who your Council Member is, visit www.humanenyc.org or call (212) 889-0303.
- Currently, pedicabs, automobiles, buses, skaters, bicycles, horse-drawn carriages and others are permitted in Central Park. 331-A would ban pedicabs alone from entering the city's parks.
- Pedicabs are a humane and environmentally-friendly way to enjoy the city's parks.
- Pedicabs should be regulated to ensure the safety of the public. Council Member Alan Gerson has a competiting bill, Intro. 75, which is supported by the industry and advocacy organizations (including LOHV-NYC).

331 is a terrible proposition! I will certainly call my area's rep.
Very upsetting. I am glad you notified me of this.
